will the quest based dungeons be unlocked later on or is doing the quests be the only way we are grabted access? i personally like that we have to do the quests.

You'll have to do the quests in order to access to dungeons. /ok
But I am not sure if dungeons like, for example Kiel, that was unlocked in the old server, will return in that old state, right now, its only accesible by quest.

Can teleport/flywings be allowed on kh_dun01 and raise the spawn rate, like it was on Aegis?

If the quest for dungeons was skippabe on the prevous server (geffenia for example) it will EVENTUALLY  be put back that way. There's just no eta.
