where should i lvl my lvl 53 sniper?

You could try Prison to get a little bit of Jlevels-Blevels first.
Get Sharpshooting and True Sight first.

After getting Sharpshooting, mob in Prison/GH Churchyard and kill them with SS until you get in the 70's-80's.
Then you have move on Anubis by using Ankle Snare trap while wearing Bathory armor.
