Guild Emblems

I am unsure how to do this but i need help resizing An Image to 24x24 i wanted to make an emblem out of a picture is there a program or a simple way to get the right size picture to make
a guild emblem?

paint, crop, paste in enw file

if u have vista, the edit button has a crop function(after u open the picture viewer)
