Regardless, You can't get it here unless you're a Paladin with Aegis.
I saw a Wizard in forest with the above mentioned gear (Babe, remember I gave you my regular Hat of Eyes. You should still have it)
He's Cast was fairly quick, But not IC.

At least without a Bard anyways.

Cast Reduction is for everyone with Cast time - (H.) Mages, (H.) Priests, (H.) Wizards, Sages/Scholars, ...

It's not all about IC
If you can't afford Kahos, Cast Time Reduction is VERY useful.

He's right. Not exactly sure, but say berz is 66% reduction, robe of cast and wing staff apply to whats left.... 5% or the 44% left after berz. Meaning its impossible to ever get insta cast from cast reduction gears.... And no offense, but I'm really surprised no one has flamed yet, "Zomg FfS YOU CANT GET iC w/o 15ODeX ZoMG!" (true, except for paladins ).

After all, like I said, if I can get away with Full Int + Full Vit/Str I'd do it in a heart beat xD

100% cast reductions means IC here too, its just that its impossible to reach as non sader/pally.

Go with all of the gear and spec maybe 30-40 dex.  If I figured it right, your cast time should be that of around 145-150 DEX, or similar to it.  It's close enough to IC where any cast is pretty much near instant, but if you're going up against a High DpS class it may or may not proc. 

My HWiz friend did this awhile back, she achieved near IC and we still raped anything we could (it was mainly Niff though).  It's not a bad strategy for cast reduction gears.. I'd say the whole of em might cost you around 35-45m instead of the kahos themselves being 70+m to BEGIN with.
