i cant create any characters...

its seems that all the names are taken.. i cant create any chars.. anyone care to help

Put symbols with them, like; `~-_.,
Or depending on the name, add their role/title in,
EX.~Rex (main), Rex Lord(Knight)

You can only make characters on the first 5 slots of an account. If you try to make a character on slot 6-9, you will get that error. If you already have 5 characters on the account, simply create a new in-game account and you're good to go. Good luck! :)
