Not all the castles are open. I don't think the emperiums are in them except during WoE times, but I never thought to go to an emp room outside of the few times I've WoE'd. But that's what I assume since you hear people saying "when the emp spawns".

It lists all the castles as active

+ 3 Trans Castles closed: Aldebaran 2, Prontera 2, Payon 2.
+ Any investments in the above castles will be/have been refunded.

All the other castles that were open are still open except the ones above...and they will be reopened probably when the population of the server grows.
