Job levels and basic skill

I am currently base level 11 and job level 7     I was wondering why I cant put more skills into the basic skill its still only level 1 it wont let me put more into it.... is this normal?

The max level is 9 for it, try logging out and then logging in.

sometimes just passing through a portal helps too
