Which is better?
A Jur with 4 Skele Soldier Cards/ or 3, if it's the maximum.
Or a Katar with 2 Skele Soldier Cards.
Wanna have perfecr crit early on.

What do Alligator and Doppelganger Cards do?

Try 2 Alligator cards in a spec. Jur[4].
(And if you can afford, also 2 doppels for it would make it perfect. )

My friend told that should be like full crit..

For the sake it's not: Use 2 Kobold accesories. :3

You can calculate your actual crit rate by using this formula.

Critical hit vs. Monster = (Your LUK/3 + 1 + cards * 2(katar)) - (Monster's LUK/5).

Lets say every 5 LUK of your enemy reduces your critical rate by 1.

even if your enemy has 0 luk, you still cant achive perfect crit, due to the fact that it caps at... 95 or 98% ( i pretty much forgot which one it was, not like it matters this much anyway)

yes it is 95% no matter what.
for katars, if the monster had 0 luk(plants is it??)
48 crit will do.
usually katars combo is(not TwinFang)
with agility...
DMMA
DMAA etc
any combo with alligators, mobsters, 1 or 2 doppels
DDMM, etc

in some cases..a turtle general is used with other gears(generally high crit normally, and luk so no agility)
