They changed the location and the sprite of the NPC to a boy near the kafra near the GJ making house.

You have to get a 4-Leaf clover first to start getting him to talk to you, followed by the logs and elastic bands.

As for Bijous, I don't think you can get them yet, been hunting loads of dragons, not a single colour dropped.

That NPC is for Bride Mask, Lion Mask, and Smiling Mask.

I don't think we have the Bijous implemented here yet for A-yam and such, thus we don't have the NPC.

We do have the bijous. They are droped from dragons but named Red/green orb.. ect

 I am not sure but it seems they added extra ingirdients in makeing these hats. Roempire does not list them it seems and RMS has diffrent items needed to make these so I am unsure.

I don't know. :/ I know the Claw of Desert Wolf guy takes it just to talk with him. But those are much more common.
