Upgrading with whitesmith

I tried upgrading cylclone[2] (guns) with my whitesmith.

Cyclones are lvl2 weapons so they need emvetercons.

I have both and when I hit weapon refine, and the weapon refine text pops up over my head and the box to choose the weapons pops up.
I click "Cyclone" it says "Weapons upgraded: Cyclone"
I check the weapon and its still +0 and an emvetercons wasn't used up.

I asked another whitesmith to try it for me and the same thing happened.

Can whitesmiths not upgrade guns?
