Voting

So I just recently started voting. I read that changing your IP is illegal. I log on many computers and I often move around with my laptop. I can't tell which computer/where I'll be when I vote, is this considered IP changing? Also, am I allowed to vote for my friend who is too lazy to vote? Any help is appreciated, thanks.

you can vote in different ip addresses as long it doesn't pass the cooldown for voting for your forum account is fine
not sure about the friend though

one forum account/ip the cooldown is on youre forum thingy and not youre ip, u can change pcs as much as u want it wont change the cooldown use search.. ~nyo^^
