if you have the card that lets you use merchant's level 5 discount and you have it on a rogue does it stack with rogue's haggle?

No - it shouldn't, since they are two different skills.

well wasnt sure cause they do the samething but 1 is a rogue skill and the other is on a card

Rogue's discount is a slightly different (and better) scale than the merchant's. They aren't identical.

I think the Rogue's skill is only better if it's maxed out, no?

Maybe. I can't remember. It's not like I'd ever take the rogue or merchant version of the skill and NOT max it out...

Rouge is 25% discount maxed out, afaik.
Merchant is 24%.
