how do you know how much perfect dodge you have?

I think it's next to your flee rating. So in the status window, it would look something like:
Flee:
Flee Points + Perfect Dodge Points

Hmm, wonder what the maximum obtainable Perfect Dodge rate could be.

A sin with two fortune swords is 40 Perfect Dodge right there. Perfect Dogde is just a % chance to miss any attack right?

Yes, it's a straigt-up % chance to dodge attacks. If you have a Perfect Dodge of 60, then 60% of the attacks that come at you will miss. However, I'm not sure if this, like Flee, suffers from reduction when you are mobbed.

I know LUK adds to Perfect Dodge, but I do not recall offhand how much LUK = 1% more PD. Probably 3, but that may not be right.

That can't be right, If that were the case i'd be able to get something next to 100% PD depending on how much a 99\70 SinX with 99 LUK gets.

For every 10 base luck you get 1 perfect dodge. It is not reduced by mobs, and caps at 100, rather than 95, but so many skills in the game negate perfect dodge or crit dodge as a lot of people call it, and autohit. In pvp, a perfect dodge build is pointless. In pvm it's perfect. Especially if you're just tanking or still have the ability to kill easily.

Two fortune swords on a sinx are easy times.
