Actually it is. But it's done a bit differently - I think you need collect more Alarm Hands and get Mr. Scream, go to Alde then the place where the Alchemist's guild used to be. The NPC is in there but in a different room. I remember running into him once. xD

Are you talking about the bottom left corner of alde?

EDIT: I found him. Top right corner of Alde, same building as the elemental potion guide seller. You need 3000 needle of alarm and 1 Mr. Scream.

I was talking about the top right. That's where the Alchemist's Guild used to be and where the Santa NPC to get to Lutie is currently on iro.
