Crit Damage

I've been hunting for broken shurikens. I've noticed that on some shinobis I hit 1.2k, while on others I hit 1.6k. There isn't an instance where I am hitting 1.2 and 1.6 on a single shinobi. Why is this?

Btw it's pretty awesome when bosses like mammoth uses provoke on your sniper
