In-game it says it reduces cast time time by 50% and gives a +30 flee rate for an hour when preforming magical attacks.

What exactly does this mean? How often does it proc? Does it last for an hour? I read that it was 5 seconds on RMS.

An explanation would be greatly appreciated.

If you use the rms script, it should be

As long as you are wearing the hat:
    1. INT + 2 all the time.
    2. Everytime you damage something with magic, you have a 5% chance of all this happening:
            (a) Suffragium animation appears over your head.
            (b) Cast Time -50% for 5 seconds.
            (c) Flee + 30 for 5 seconds.

edit: err.. simplified. Hope it makes sense.
edit: Consult someone who owns an isilla to see what it's like in animus. I hope that bonus doesn't actually last an hour...
