Hello i have a crusader lvl base 69 job 40
, i've been told by a person in the game that you can change into
 a paladin from a crusader when my job lvl is 40 is this true?

No that is not true...

You can only become a paladin (or any transcendent job for that matter) by becoming base level 99 and job 50 then become reborn and start at level 1 again.

novice --> swordsman (job lvl 40 and up) --> crusader (99/50) --> high novice --> high swordsman (job lvl 40 and up) --> paladin
