Questions on Thanatos Tower and Sage Castle

Thanatos Tower: I noticed when I was in Thanatos earlier (looking for Lost Kids) that the dialogue to volunteer was different; how Rekenber Corp. is planning on opening up the 3rd and 4th levels of the Tower to the public. Was that our GMs' doing, or did that came with the changeover?
