i think its because its too cheap? it only costs 80m to make and items 2 make it is pretty easy 2 find

They wanted to make a money sank and a way to prevent people from making it and selling it off to someone. But instead of people selling the SQI, now they just sell the whole character with the SQI on them.

It's not because of SN, SUPER NOVICE IS A SHIT CLASS END OF STORY! It's because the GMs felt it would be a great money sink idea.
