Is loot stealing allowed in prison?

Do not attack or loot other players' monsters without their permission. This includes the use of the "Greed" skill.

    * A monster "belongs" to another player if it is attacking, being attacked by, trapped by, or following that player.
    * When casting area attacks, make sure not to hit other players' monsters.
    * Monsters that give the MVP sign when killed are exempt from this rule.
    * The maps pay_dun00, gl_prison, orcsdun01 and anthell01 are exempt from this rule. (Exception: You may not keep following another player around killing/looting their monsters without their permission.)

Taken from the Rules. So yes you can loot steal in Prison, but cannot intentionally follow a player and steal their loot. Of course this action is still frowned upon.

If i say, "No, i dont want you to loot me", is he still allowed to loot?

If they continue to follow you after you said that, then its not allowed

If it's a one-time thing, then it's allowed; even if you don't want them to.  But if they do it multiple times, then it's not allowed.

but they seem to do it after 5 minutes of doin gyou over.

One guy i seemed to have noticed went around prison, doing it to everyone when i asked,
and then eventually came back to my spot and did it again.

is this where the 'loop'hole is because is it multiple times within a certain time or just ever? cuz I could get him SS'd last week, and next month and the month after untill i have 50 and then what? " Several occasions over a period of time " is what i think they'd say, which should be added into the rules.
