regarding voting

ok so i forgot and accidentally voted using my laptop (click the top three)
i got scared and went and on the desktop to check the voting page regarding the cool down time
(in case if i have voted in the laptop before the cool down time in the desktop isn't finished)
to my surprise the status of my cool down time is exactly te same as my laptop

my question is
is the cool down time base on IP address or the user itself?
meaning will i be able to see the same cool down time using a laptop and desktop with the same user?

another funny thing is that i click the first 3 but only the 2nd one shows a cool down time
1st and 3rd is still available

im not sure whether if i have broken a rule or not in this case ><
if i did accidentally voted again before the cool down time (which i don't think i have)
can the gms please remove the ads gain from that particular vote ?

Account and IP address. Chances are that you share the same IP address on your laptop with the desktop computer, since you were probably using the same internet connection.

If you accidentally click on a link that says "Cooldown", don't worry, it's not considered fraud, since you don't get credited for it. Be careful, though, with dynamic IPs and multiple users using the same internet connection.
