so im trying to do the nameless island entrance test... and like im on the part where im supposed to talk to the magistrate. he brushed me off so i went to zhed... all he said was hes tired. isnt he supposed to like give me something so the magistrate in veins will tell me about the smugglers??

you need to talk to the magistrate, then to the soldier-like guy near the magistrate's entrance then again to the magistrate and if i dont remember wrong, he will tell you that you need authorization from a high rank oficial, or something like that.

After that, you then need to talk to Zhed, then to a High Priestess near one of the gazebos outside Rachel Sanctuary.
