Every 6 INT is a +1% to SP Regen?

If this statement is correct; is this via Base only, and/or Bonus modifier included?

Example: 60 (total with Base/Bonus modifiers combined) INT. That number is obviously divisible by 6.

it's your total int (including your bonuses) divided by 6
