Blank/empty scrolls

There's supposed to be an NPC in Yuno, at the top right who sells these scrolls.
But he's not there...
I looked in old topics and he apparantly used to exist, but doesn't now.

I really need one of his scrolls.
Can anyone help me?
He's supposed to be located inside yuno at 176, 22.  He's not there.  And neither is the sage who's supposed to be standing next to him.
Is he somewhere else, or do I have to wait for the mods to put him back in?
