The thing is, there's nobody to really trust, unless you're already a GM. Why do you think it's so hard to get in, and all these references are needed. I could be wrong, but the GMs might get into legal troubles if the server gets ruined by a bad GM and a bunch of people's money they donated is rendered useless.
Even players who've been here for a long time may be completely different when they're hired.
