That's not allowed. See the guy with the shop named "Bapho, OPB". He's directly next to the flowers which is allowed.

This is the wrong section for this anyhow. There's a section under Reports called Other Reports, which is where street chats and vendor reports go.

He's not reporting anyone, he's asking if a certain place is acceptable to vend at.
