Upload something onto photobucket or any other image hosting website and copy the img url.

     You'll need to have a copy of Photoshop with the Animation feature in the Windows part of the Toolbar. Everyone animates it differently. For me, I work exclusively with RO character-generated sprites. The rest is just in timing and spacing and how long you want your animation to be. Just check out my siggy for reference.

     Also, this thread should be moved to Artists' Corner since it's art-related.

photoshop isn't free and most torrents/downloads contain viruses
There's a lot of tutorials on the internet if you google'd them or looked at deviantart.com

or you can just commission someone from AC if they do Animation.

You could probably find a million programs to make gif animations with though. I'm sure there are freeware programs for it that don't fill your harddrive like photoshop.
Don't ask me what one though. Been years since I used one.
