Heart Breaker question

I got a Heart Breaker from Thor (yay me). The item description says it's level requirment is 70, and can be used be swordsman class, and merchant class. I just got my alch to 71, so I try to equip, and I can't. I asked another alch friend of mine, who's level 93, and they can't use it either. Is this a commonly know issue, or is the item description just wrong?

I tried using it as my Whitesmith and it didn't work, either. I have a Heart Breaker as well.

Seems that way, I tried equipping it on my 99 WS and it didn't equip either.
