Where exactly is its exception list?  Trying to have it allow the download of the mini installer.

Try looking for a quarantine bin or something along those lines. It might let you add programs to the exceptions list after they've been blocked.

I don't have NIS, so I can't really off any more advice than that.

I don't see a exception list near quarantine and there is not record of it being quarantine.  I don't know how to check for the record of it deleting something.

Looking at the interface on Google Images, I would try to check deleted items by clicking on History under the Scan Now link.

Trying to download the file causes a note in the log Unauthorized access blocked ( Send Terminate Message to Window ).  When I hit the restart download button in firefox, it starts to download it but then it gets removed once finished with no log in history.

Can you download any executable files at all? If you can't and you're using Windows, you may want to check your security options via the Control Panel or through the Tools->Internet Options in Internet Explorer, since there is an option there that can prevent your computer from downloading potentially unsafe files such as executables.

that's why you hop over to spybot or whatever it's called to help protect you that way. Or just use WIndow's CrapWall.
