Not yet, Talis is testing the transfer tool right now :3 You should try to transfer your accounts from the main server to the beta server to see if it works well for you or not. If it doesn't (ie. some of your items are missing), don't worry since it's just a test run. Post your problem here (http://www.animusro.com/forums/index.php/topic,93974.0.html) and Talis will try to fix it for you.

The new mini installer is located here: http://www.mediafire.com/?a4hczynnzzy You can copy your sdata.grf from your old RO folder. If you don't have it, you'll need to repatch everything.
