Title: Fire endow (Flame Launcher)

Is there any effect regarding the attack strength if the sage or the professor are of higher level??
Is the higher the level of the the one who cast it would result on higher attack strength especially if cast on BS/WS?

No it just changes the weapons element so its affected by the weapon and cards in the weapon

Anyway, yes Flame Launcher doesn't effect your attack in any way.
However, the Sage Skill Volcano improves attack by a small amount if you stand inside it's area of effect while wearing Fire elemental armor.
