Can I request to the GMs to just change one of my 99/50/70 trans class to another trans class without changing its base (99) and job (50/70) level? If yes, how much would it cost to maintain the same base/job levels?

The only thing you can do is request a rollback to one of the previous classes you've been. Baselevel will remain but you'll need to redo job levels.
