When a monster is being attacked by multiple people; how does it decide who to attack?

I think it's whoever is closest to it, depending on if they attack nonstop. Some have change target too, so they can stop midway and go to someone else. Maybe based off of the damage being dealt. I'm not sure, these are all guesses...

I'm pretty sure you can find the monster scripts on the web, if they aren't already on ratemyserver.net. Keep in mind some monsters may be customized to the server though.

If the monster is aggressive it will attack the first person to enter it's sight range.
If it's a passive monster it will attack the person who dealt damage first.
After that it's possible to steal the mob by dealing enough damage to it.

If you're talking about the theoretical possibility of several completely simultaneous attacks then I'm pretty sure the monster will head towards the one who dealt most damage.

Depends on the monster if it changes its target or not. If not then it will just attack the first person it attacked
