It looks like a drooping cat and it's white and the mouth moves. What is it called and where can I get one? Thanks.

It was an event item, you can't get them anymore. Also you can't trade/buy/sell from or to someone because they're soul linked. The event was {Long Time} ago. Something to do with being on the Test Server or something.

I think it's called Koneko Hat. Not quite sure. You can't get anymore since it was an item obtained from collecting an item during the test server time. Nor can you buy it since it's soul bound (the item stays with the account;unable to trade/vend/drop)
Soul links has nothing to do with it..
