None, each level  has its own benefits.  One particular level is not better then another.  If you question is what is the lowest warm wind you need for WoE.  That answer is max level because holy has some benefits in WoE.

Fire is best for Emperium, and well, the others are useless, since you ocant esma anyone.

lvl 4 on emp. generally lvl 1 or 5 on players since they'd have ghost/windmarc most of the time. but of course other situations may arise.
