I found a couple threads with no replies except for one.

I am having the same problem and I am trying to do what Fidelis says

I ran ROSakFix then it told me to run the Sakray. But when I did, the Sakray re-updates all the way from 2008. I also ran GRFPack and the problem still persists.

Should I just download the latest full installer? Are people still torrenting that?

Sakray is not updated anymore anyway, so this sdata.grf will always be the latest one. You're probably going to want the full installer if you do not have all BGMs (up to 132.mp3, I believe).
Hmm balam mentioned in that thread that downloading the latest mini setup would fix it, but I'm not sure of that, since there is no viewpointtable.txt inside the adata.grf. /hmm

Currently downloading both. Hopefully the zoom will be fixed. @_@
