Title: Is it harder to upgrade weapons?

I'm just wondering if the server has made it harder to upgrade weapons? I've tried to upgrade 20 or so lv2 weapons and none of them as even made it to +8? Do i just have bad luck or have the GMs made it harder to upgrade under the Halloween Event?
I'm sorry if this has been brought up before, i've searth for a similar topic but couldn't find one.

of course not.nothing can be changed without proper notice. and btw, its easier to upgrade weapons (than armors) because of a whitesmith's weapon refine.(a job 70 ws has 10% more chance than npc's)
