Title: Taekwon Job... and the illusive phoenix? Novice needs help.

I have been hanging around the middle of Payon Town for what feels like hours. Phoenix, the NPC you must meet to become a taekwon, is not in the area, (or if he has, has been hidding very well). I have sourced many different sites, trying to find why this might be; but they all simplify the task into 'meeting up with him, gaining a level & answering questions.'

I need someone to explain how I may find him, and what I may be doing wrong.

If you could, please help me in what may be a basic misunderstanding...

Maybe that job npc wasn't implemented ingame, you can change taekwon class at Prontera Building that has the Dye hair,clothes lady. Or you can simply go to Alberta city and go straight north from where you spawn at and find the Job Changer npc and change jobs to Taekwon Class from there.
