Arty is a Sqi. nothing drops it. you can make it using ingredients + zeny

after gathering said money and ingrediants go to yuno city head all the way up and ull see an old guy with 5 other people and all 4 seals (every1 must have the 4 seals) you go to the mvp arena after u beat that ur in valhalla and u find the sniper sqi maker ;D
