It is in Payon City, up north near the place (a bit east from the palace)

He means the npc that sells grape juice im pretty sure, not the one that makes it.
It's in Amatsu City.
Warp in and go south its in that general direction, in a big group of npcs that sell random stuff like meat etc.

GJ from NPC: 250z ,,, with discount 190z!!!   Wth!! LOL. That NPC is overpricing!!  :o Its ruin our economy. hahaha
