Where the taekwon job change NPC Phoenix is...he's most definitely not where he should be. :'(
any help would be MOST appreciated.

We have an universal job changers in Prontera and alberta - no need for job change quests.

It's the NPC right inside the entrance of the bottom left hand side building in the prontera fountian circle.
