Ok I realize you can donate for it. But I also know there's a quest that exists for it. Does that quest work here?

Hmm, seems the quest is currently broken. Instead of asking for another set of items after the first one, he simply says "Thank you so much for getting me the crab shells!!", so no, unfortunately, it doesn't work here yet.
