and if so where, and if not where do people keep getting the horns?

No, there isn't a Lord Kaho.
And people get the horns because they are donateable items. Cost 90 dollars at the moment in the Item Shop, or 80+ mill ingame. It is a very expensive headgear because it gives very good stats.
