Noobs are either:

(a) A low level acting as if they know everything.
(b) A high level that really doesn't know anything.
(c) Any scammer
(d) Any beggar, who asks for free items and such.
(e) ne1 hoo uses chtspk 2 much.
(f) Anyone who talks about how good they are way too much; or is extremely rude.
(g) SOMEONE WHO ALWAYS TYPES IN CAPS LOCK
(h) Anyone who constantly calls others noobs (or insults them), for no reason other than those listed above.
(h) *Blank*

A newbie is:

(a) A low level new player.
(b) Someone who is asking a simple question, and doesn't ask for free items at all.

I found this somewhere, can't remember where it is just in my laptop.
