TP to treasure island or pirate ship map thing. There's a merchant there that sells fire arrows.

you can make fire arrow pretty easy too..hunt matchstick which will provide 3k fire arrow with arrow crafting..
you can hunt matchstick at lvl1 toy factory and drop by chepet
