Title: What does a PCB do?

I see them a lot but I cant find out what they do. Can anyone tell me? ???

They add +5 Defense...and it's a Lower Head Gear item.

A garm or something would be more cost effective than a pcb it's gotten cause it's pretty not really any other reason to have one.
