In order to start the whole thingy, first you need to do Lost Child Quest (http://irowiki.org/wiki/Lost_Child_Quest), then Rachel Sanctuary Quest (http://irowiki.org/wiki/Rachel_Sanctuary_Quest), and Veins Siblings Quest (http://irowiki.org/wiki/Veins_Siblings_Quest), finally Nameless Island Quest (http://irowiki.org/wiki/Nameless_Island_Entrance_Quest).
