Yeah, I checked the steps on a website and didn't get the pop up from the bloodstains, could this be a glitch?

Hmm... So you see the bloodstains, just no pop-ups are coming up? Did you make sure to get all of the pop-ups on the way to the bloodstained room?
http://irowiki.org/wiki/Rachel_Sanctuary_Quest This guide here goes pretty in-depth on where to go and when and what pop-ups appear. Maybe try retracing your steps?
