normally referred to as gears adding Dex stats in order to reach 150 dex. IC is Insta-Cast. some common cards used to obtain IC are Stemworm(garment), Gargoyle(footgear), Sting cards normally slotted in slotted gloves. Also Kaho Headgear helps out with 20 dex.

u need to reach 150 dex to reach ic.. the popular dex gear is kaho = 20dex gargoyle = 5dex stem worm = 5dex dex rod = 4dex sting gloves /celeb ring = 5dex sting brys = 9dex rocker armor = 1dex
