Title: Top of building in Einbroch

So I know you can tele/fw to get to the top of it. But I heard there was a NPC that warps you to the top of it. Supposedly near the gun shop. Now I only know of one gun shop in Einbroch and that's the one east of the warp girl. Did i hear wrong or am I just blind in finding this NPC?
